In this ssavegame basically what I did was do as many things as possible before the first mission of the game
All weapons are at max skill (not infinite ammo), vehicle skill is maxed, all collectibles have been picked up, vigilante and paramedic missions done and more...
There are two saves, one is with muscular CJ and one with normal CJ.
